server programs, then what is the purpose of external definitions of data
versus using internally defined files?

It allows the server programmer to use SQL and externally described files.


After all, doesn't external
definitions simply encourage direct access of the data versus use of the
server programs? Doesn't external definitions make it easier to determine
data that they shouldn't be looking at? Like, "Hey I wonder what's in
this field called SSN?"

Not if nobody has access to them. In my perfect situation, all files have
*PUBLIC *EXCLUDE and only one user profile has any access whatsoever. This
profile is adopted by server programs.
