ILEDOCS does just like you said it parses comments ala javadocs. it
*could* be added to the ILEDOCS project but until i can get around to
it...(it's gonna be a long while...) i'll take a look at getting that into
the specs..unless someone else wants to step up!!! all help is
appreciated. there are also some other features that can and should be
added i just don't have the time for. you can join the ILEDOCS mailing
list that David set up for us (which is where responses to this should
go...)

I'm not sure if the ILEDocs project does anything like this or not. I
think it is parsing for comments (think JavaDoc), but it may at least give
