I suppose this is just making the case for not allowinganything with
a 0-used days to reside in Production.
Let's say you have a program that runs only at year's end.
If you run it on say 3 Jan 2007 and then it gets re-compiled
for some reason in February, it will show 0 days used until
Jan 2008. But this program is very much needed for year end
processing! Similar situations hold true for end of week,
month and quarter.
