Why do you recommend this?
I agree with this for all procedures that don't use global variables and
don't have any side-effects (that is, true functions).
Otherwise, it seems safer to default to _not_ export the procedure.
When the time comes to add the EXPORT keyword, make a conscious decision
that the procedure can safely be called from outside the module.
