Yes.. I have few reasons why I raised this question. First reason is
unavailability of COBOL/400 programmers much in market. Second, client
wants to go for COBOL/400 as it is less effort in order to move from
mainframe to as/400. Is it really worth moving to cobol when you
migrate. Here portability is the only advantage I see. Is Cobol that
robust in iSeries environment? I am little hesitative in suggesting any
solution. So thought I could get some answers here.

If your client is interested in keeping the existing programming staff, it
would be easier to retain them by staying with COBOL. It would increase
the programmer's comfort level to work with a language they know. If they
have to go to a completely new environment, they may be less likely to
stay with the company, unless they receive reassurances that the company
values their experience enough to retrain them.
