If all you want is to convert the file, use the CPY command and set the
parameters for the conversion - is this for the USA? Then the from CCSID is
probably 37 and the to CCSID can be 819 - or you can use the special values
*PCASCII or *STDASCII. Be sure to set the data format parameter to *TEXT.

This way you don't have to read stuff in and write it back - unless you need
that. E.g., if there is binary data mixed in with text, you need to do only
some parts, not the entire file.

I've just been playing with this for a product, so am a little more familiar
with it now.

If you could explain a bit more what you are trying to do, it would be
easier to give you an example. I guess you are trying to translate
between ASCII and EBCDIC; a web application, or stream file maybe? If
