It would work fine if you made the new parameter *NOPASS.

If you add a parameter option whose only effect is to get the RPG compiler to relax one of its rules, you don't need to do anything to the calling programs.

You mentioned re-binding all the programs. That would only be useful if your service program changed its signature. If you change the prototype for a procedure, you have to consider whether you need to _recompile_ all the callers.
