No, it's not. It's a sign that the programmers who made a particular
_web_ browser didn't target it to business applications, but to browsing
the web. That is, after all, still a primary function of a web browser,
isn't it? Remember that "web" apps aren't really the web at all, and are
a relatively new beast. You are probably right that there is a market for
an HTML renderer that doesn't have any of the usual web browsing functions
at all (location bar, forward/backward buttons, home button, etc.). That
doesn't mean that web browsers that don't do that are weak, it just means
they're not designed for that task. I don't say my knife is weak because
it's not good for putting food in my mouth - that's the job of my fork.
