I am curious:  Is it true that all 32-bit PC applications do not run on
64-bit PCs?  Why won;t WDSC at least run as a 32-bit app?

No, absolutely not true.  Remember, I've been running WDSC 6 (and before
that, WDSC 5) on a 64-bit box for some time now.  No, the problem is
specifically (as far as I can tell) in the DLL that provides native GUI
support.

I don't know the specifics, but my guess is that in Eclipse 3.2 somebody is
using APIs that don't work on the 64-bit platform.  I've seen some sporadic
oddities in the GUI in prior releases, but I originally wrote them off as
either my video driver or the fact that I'm using 1680x1050 resolution.
However, I'm now leaning towards incompatibility between 32-bit and 64-bit.

What really irks me, though, is that there has been zero response from any
of the channels I've tried.
