Ok. Thanks.  Just want to double check before I move it to production.

I think there are some instances, like changing parameter's "const"
keyword to "value", will cause problem to caller even though the caller
is passing the correct number of parameters.

parameter and all of them are passing the first parameter.

Then you don't NEED to recompile. Probably SHOULD recompile but not
necessary. The new required parameter IS being passed by all callers,
and the obsolete optional parameter is NOT being passed by any caller so
things will work as you expect.
