Yes,

The prepare gets executed multiple times during the same invocation.

This code is from an interactive program, and the WHERE and ORDER BY clauses of 
the select can be
changed by the user while on the screen.

Have you closed the cursor before trying to prepare again?

The statement is a select and what changes is the location number.  I could 
redesign the program to
use a different s.q.l. statement when many location numbers are being 
processed, but I don't like that
option much based on what I'd have to change.

Hmmmm...I wonder what would happen if I placed the s.q.l. code in a 
sub-procedure?

     c/exec SQL
     c+   prepare S1 from :wSqlStatement
     c/end-exec

     c/exec SQL
     c+   declare C1 scroll cursor for S1
     c/end-exec

     c/exec SQL
     c+   open C1
     c/end-exec
