RPG IV is not exclusive to the iSeries, it also runs in Windows (VARPG).It's no more integrated into the operating system than any other ILE language. One of the big advantages of DB2/400 is that it's integrated into the operating system, which isn't true with other databases. However, DB2/400 is not RPG IV.
Same with stability... I don't think it's any more stable than any other ILE language.
And all ILE languages can be both interactive and batch, and all of them can interact with the HTTP server (apache or not). Heck, if you really want to, you can write a CGI script in CL.
I think your description completely misses the boat.
