I would describe it as a "modular" language before diving into calling it
procedural (even though it is that also).  Procedural seems to bring up
images of monolithic programs that never end and are poorly designed.  Just
a thought I guess.

Depending on the audience, you may want to mention that RPGIV is a
procedural programming language (as opposed to object oriented).  I'm not
really sure whether it is more accurate to say 'procedural' language or
'structured' language, but either will probably get the idea across.
