Your subPROCEDURE would have two parameters:  StartDate and EndDate
It would return the number of working days.

After the preliminary checks that EndDate was greater than StartDate...
WorkingDays=0;

  WorkDate=StartDate + %days(x);
  exec sql values dayofweek_iso(WorkDate) into :dayofweek;
  if dayofweek<6;
    if not holiday(WorkDate);  // call custom routine that lists holidays
      WorkingDays+=1;  // add 1 to working days counter
    EndIf;
  EndIf;
EndFor;
Return WorkingDays;
