I'm sorry Kent, maybe its just that its at the end of a long day, but what
you wrote just didn't make much sense.
My interpretation of your description is as follows:-

The table (file) contains a field called change date (CHGDTE for example)
You want to select rows when the entered date (DATEIN) is equal to the
change date (CHGDTE)
unless, the change date (CHGDTE) is 0, in which case you want to select
rows when the entered date (DATEIN) is equal to the change date (CHGDTE).

Like I said - end of a long day
