Well, I made a couple changes.

1.  Compiled to V5R2
2.  On the 2nd Open, included the "from" CCSID to convert
from instead of leaving it blank (which I would think would
be zero).

This worked succesfully, at least for this part.  I have a
new issue I'm going to start a new thread on.  :)
