One difference that I have encountered between these two statements

SBMJOB     JOB(WPC8060) RQSDTA('CALL WPC8060 ')

SBMJOB     CMD(CALL PGM(WPC8060)) JOB(WPC8060)

is that the second one is very limited in the length of parameters it can
pass (32 characters rings a bell) whereas the first one accepts much larger
ones. I think we hit a problem when passing email addresses  (circa 42
characters in length).
