Note that with rpg IV and qualified DSes, you don't need to make up
dummy names for filler fields.  Just leave them blank.

No it's not.  

If you're using the RPG IV example, there needs to be a Filler between
fields 'pgmrpgmsg' and 'pgmjob' to space them into the 
correct positions:


     D pgmrpgmsg                      4a   
     D Fill_01                       70a
     D pgmjob                        10a
