No it's not.  

If you're using the RPG IV example, there needs to be a Filler between
fields 'pgmrpgmsg' and 'pgmjob' to space them into the correct positions:


     D pgmrpgmsg                      4a   
     D Fill_01                       70a
     D pgmjob                        10a
