Thanks to everyone for your input; it may not be the best solution to
use a timestamp for random password generation in batch mode.  But, for
this one time utility application it will work out.  The code
explanations that were provided worked just as described and I am now
better versed in how the duration BIF's work.  All in all I'd say this
has been a win win exchange.  My app is up and working as I need it to
work.

Given your example you are using the wrong BIF.  You want %SubDt -
substring
of date - not %mseconds.

Correct usage would be:

 mseconds = %SubDt(timestamp: *MS);

And this would add the resulting duration to a timestamp to create a new
timestamp.

 newTimestamp = timestamp + %mseconds(mseconds);
