Alan, I don't recall ever hearing that. The closest thing I remember hear is that you stopped needing to have the C compiler installed to compiler SQL stored procedures and UDFs. Also, I believe you can create SQL stored procedures and UDFs using iSeries Navigator's "Run SQL Statements" without having 5722-ST1 installed. In any event I'd like to see it happen as I think it makes a lot of sense.
