Or were you trying to do something like
exec sql open c1 using :whslcLow, :whslcHigh, *loval, *hival;

and a different open that uses
exec sql open c1 using :whslcLow, :whslcHigh, :ScreenCat, :ScreenCat;

Even if so, I'd fall back to just one Open statement as
exec sql open c1 using :whslcLow, :whslcHigh, :LoCat, :HiCat;
and manipulate LoCat, HiCat accordingly.
