Short of 16+ if statements, there has to be a better way to do
this.

Create a charge class column. The charge class master file can have apayment priority column. You can then read the charges by date/paymentsequence and apply the payments in that order. If the laws/rules changein the future, you change the priorities in the charge class master fileand you're done.
