Short of 16+ if statements, there has to be a better way to do this.
Create a charge class column. The charge class master file can have a payment priority column. You can then read the charges by date/payment sequence and apply the payments in that order. If the laws/rules change in the future, you change the priorities in the charge class master file and you're done.
