Where it says:4) In cases 2) and 3) for received varying-length variables the length portion is set appropriately - padding is not required.
It should read as follows:4) In cases 2) and 3) for received varying-length variables the length portion is set appropriately - if options(*varsize) is not specified padding will occur up to the length defined on the prototype.
