Well, you have the file defined in UPDATE mode, so the read on the file has
locked that record. So the SQL will not execute.

There's no need to USE SQL to update the file. Instead replace that code
with.

If CUSSTA = 'TX';
  CUSSTA = 'TN';
   Update CSREC;
EndIf;

Pros,

I am trying to execute this simple update statement. The program compiles
and it runs and gives the dsply message but the file is not updated. Am I
doing something wrong here? I would really appreciate it if somebody can
point me in the right direction.
