It depends. You can change the level check on the physical file (CHGPF
FILE(FILENAME)    LVLCHK(*NO)) as well as the logicals
(CHGLF      FILE(LOGICAL)     LVLCHK(*NO))
This way you do NOT need to re-compile ANY of the programs. However - be
VERY careful with doing this as this may come back and bite you in a MOST
delicate spot.
