sqlrpgle compile diff between partitions

Trying to determine whats different between 2 partitions. 
All at V5R3 and all (i'm told) at same ptf levels)
Compile always overrides target release to V5R1M0
Pgm compiles on original partition.
Pgm does not compile on new partition (but many other sqlrple's have compiled 
on new partition.
Error doesn't like variable name same as field name
