I think the problem is the EXTPGM('ErrorLogs'). If this is an RPG program then the name will actually be 'ERRORLOGS'. Try 'EXTPGM('ERRORLOGS') (all uppercase) instead. When you enclose the name in quotes, it becomes case sensitive.
