It's pretty simple.  RTFM.

But basically when you CREATE PROCEDURE you have to declare the parameters 
as IN or INOUT.  Think of IN as calling with CONST.  INOUT will get you a 
return variable.
Then in the program calling the stored procedure you simply do
exec sql call pgm1 (:myvar1, :myvar2);
