I assume by "road mileage" you mean actual mileage if driven, and you're not missing the obvious option of computing the distance between the zips based on lat/long. Also, I doubt you know all the mileages between each zip (hence dist isn't required), but do you even know a high percentage? Why not only store records where you know the distance?
