Oops, there's an error in the manual.  

That line should say
         %subarr(dynArr : oldElems + 1 : dynArrInfo.current - oldElems)
= *blanks;
    or
         clear %subarr(dynArr : oldElems + 1 : dynArrInfo.current -
oldElems);

Your %subarr expression is really just an array, so your statement is
the equivalent of
   array;
But you need something like this:
   array = *blanks;
 or
   clear array;
