Yes. 
*ALL'x' normally generates a temp var that is equal in size to the
corresponding value it is being compared with.
In an expression, when the size can't be determined, it is determining the
number of '9' (in this case) at runtime. Since the l-value has a length of
0, the r-value also will have a length of zero in this situation.
If   %trim(myFiled) = *ALL'9'

Endif
True if %len(%trim(myField)) > 0 and equal to only 9's.
True if %len(%trim(myField)) = 0 as an empty r-value is generated.
