This isn't comparing null strings. It's comparing empty strings which is
very different from null.

Here's a thought...

*ALL'9' means 9's for the length of the field.

If the field length is 0, how many 9's do you get?  Zero.

So the expression ends up comparing the null string to the null string
which is indeed equal.
