Look at the CSRLOC keyword. The second parm is for the position in the field. You could display the field, with the cursor at position13 (or wherever). While this does not protect the first 12 columns, it does have the user at least start out in the right place.

Why don't you show them the 12 "fixed" digits in an output only field,
then
have a len 3 field for the remaining digits.  inside the program, use a
len
12 constant, plus the 3 digit input field, to populate the final result.

Wait... you said len=15, with 9 protected, 3 user-input... Where do the
other three come from?
