But a RCLACTGRP *ELIGIBLE, won't reclaim ILE programs or service programs
running in the default activation group!
Only the appropriate storage gets reinitialized. Default activation groups
can only be reclaimed by an end of job (either normal or abnormal)

The only way is what Tony proposed. Passing the library via parameter and
compare open and close the files manually. Another way would be to replace
native I/O by embedded SQL. In embedded SQL activation plan validation and
checking the appropriate indexes gets automatically executed, as soon as the
library list changes. Otherwise the Open Data Path gets reused.
