That is only allowed with a program-described file (not externally
described) at V5R1, but V5R2 added the ability to use externally described
files but with a caveat.  The V5R2 docs say:

  "If name refers to an externally-described file or a record format from an
externally described file, the
data structure must be a data structure defined with EXTNAME(...:*INPUT) or
LIKEREC(...:*INPUT)."

I suspect you left off the *INPUT qualifier on the EXTNAME keyword.
