To "listen" you just set up a web server.  Easy enough.
 These tools then wouldn't come in to play.  They would
only be for making requests (like when you're using IE or
your favorite browser).

Then you have a program (like an RPG CGI program) accept
the request and do what it must..  parse the XML, return an
XML reponse, etc.

Probably already been answers... was out for a bit.  :)
