Scott already gave an excellent way to approach this for new development, and 
even for retro-fitting old development, via spawn()/waitpid() APIs. But there 
may be cases where you have no control over whether or not jobs are submitted. 
If your process calls a program that submits a job and you can't change that 
program in the reasonable future, you might be stuck for a while.

The job accounting journal might help in this case. It can show entries for 
jobs that were submitted but cancelled before becoming active among other 
possibilities.

Odd that this came up on two lists in two days...
