I use the MOV command to move the IFS file to itself and monitor for CPFA0A9.  
If CPFA0A9 is triggered, then the file does not exist.  For example, if I want 
to check if a file is in my archive directory:
                                                        
 CHGVAR     VAR(&INARCHIVE) VALUE('1')                  
 MOV        OBJ(&ARCSTMF) TODIR(&ARCSTMF)               
 MONMSG     MSGID(CPFA0A9) EXEC(CHGVAR VAR(&INARCHIVE) +
              VALUE('0'))                               
 MONMSG     MSGID(CPF0000)                              

You could have your RPG program call a CL to do the check or encapsulate the 
above code in an RPG program using calls to QC2LE.  Unlike QCMDEXC, QC2LE 
allows you to monitor for CPF messages from within the RPG program.
