Matt, In this particular case there is no database activity so performance is not a material issue. However, I have other "PGMB"'s, for example, generic comment management, where there is database activity. Even here, taken by itself, you could open and close files and applications all day long with no performance issues. But if it's not necessary then it seems sloppy. I doubt the users will run PGMB enough times (in a day) to create a performance issue, especially if it's just a prompt window (no real database IO). We have the exact same scenario. We have a prompt window used on two different screens. They may want to use it or may not.
