Complexity of RPG/RPGILE program

Hi,

I need to decide the complexity (Low/High/Medium) of no. of RPG/RPGILE
programs.
Please help me deciding What all factors needs to be considered for this.

Right now, I only have the source codes with me and I am trying to decide
the complexity on the basis of "if customization is to be done for some
code, how much time will it take to? ( right from analysis of pgm, getting
the functionality of code etc. )".
Is it really a right way to do this ?
