Rob,

is it is, you're taking a substring of 16 long, starting at position 10.

I think you need to change line 24 to

MbrLibrary=%subst(inlibl:from:to-from);

That way, you'll get 6 long starting at 10.

Have the following code in debug:
     23          22       To=%scan(' ' : inlibl : From) - 1;
     24          23       MbrLibrary=%subst(inlibl:from:To);
     25          24       write InLiblOR;
I break on the write line.  From my monitor expressions window:
MBRLIBRARY = BPCSUSR BP
TO = 16 
FROM = 10 
INLIBL = BPCSUSRF BPCSUSR BPCSPTF BPCSF BPCSO
