DECEDIT controls edited numbers when RPG does the editing.  Numeric
editing in RPG is done with O spec edit codes and edit words, and with
%EDITC, %EDITW and %CHAR.

If the editing is done in the display file (by the EDTCDE keyword in the
DDS), the RPG DECEDIT keyword would have no effect (as you found out).
