That's possibly a better experiment than I'd try, which may be why you're a 
better moderator than I'd be. I'd probably impose a sentence of a couple months 
of digest-mode for repeat offenders. Let them see what they cause.

As for footers piling up, a thread a couple days ago reached the point where 
there were at least 32 different .sigs and/or footers at the end of a single 
message. In digest mode, that means you spend most of your time simply pressing 
<pagedown>. Many of the attached footers had a line that contained only "-- " 
(two dashes, single blank, end-of-line).

I haven't decided if that's better than the e-mail client that seems intent 
upon inserting blank/empty lines between every line of quoted text. After a 
number of replies, you're paging down through screens of nothing but blank 
lines in the digests to find the next message.
