I would look at the joblog.  This may be one of those rare times that 
SQLCOD shows you more than SQLSTT.  This particular SQLSTT supports two 
different SQLCOD's.  But this is what I'd be willing to bet.  You do not 
have any journals on the file.  And you do not have (which I recommend if 
you do not have any journals) the following in your RPG program.
     C/EXEC SQL
     C+ Set Option
     C+     Naming    = *Sys,
     C+     Commit    = *None,
     C+     UsrPrf    = *User,
     C+     DynUsrPrf = *User,
     C+     Datfmt    = *iso,
     C+     CloSqlCsr = *EndMod
     C/END-EXEC

The line you really need is the COMMIT line.  Since you have no journals, 
you can't do commitment control.
