Here is what I do: 
 
 Clear                OutText
 Eval      InText = '123 test string 321'
 Eval      Pos = %Div(%Len(InText) - %Len(InText):2) + 1 
 Eval      %Subst(OutText:Pos) = InText 

The slickest way would probably be to put that in a procedure. 
Unfortunately my employer hasn't embraced that method yet.  I think I also 
have a %Trim(InText) in there somewhere, but I hardcoded it using your 
example.
