I think that your problem is that the 'formatting' characters are only valid 
within the second-level text of the message. You can use messaging APIs to send 
messages to displays, but the formatting would only happen if the user presses 
[F1] to see the second-level text.

As far as I know, there are no APIs to display the formatted second-level text 
by itself. You will have to create your own.

(But I'd sure like to know if anyone has a better answer.)
