Your idea of the trigger program and data queue still has merit. Because instead of hunting down all programs that write to the file they can just add a trigger to update a data queue and be done with it. Now, if a single job would do, you could skip the data queue altogether and just use the trigger. Granted, if the process takes some time to run, using the data queue or submitting off a job, will give faster response time to each of the programs that update the file, because they wouldn't have to wait until the trigger action completes.
