It's fun to use a translator like Babelfish (I want to see Hitchhiker's 
Guide....) to translate an English phrase into the language of your choice and 
then translate that back into English.  The Google web page translation 
produces some strange results too.

I think you need to get the requirements clarified.  I don't think anyone has 
written translation software that comes anywhere near to what a human can do.  
Because of the peculiarities of English spelling and pronunciation and the lack 
of a one to one correspondence between  the Roman and Cyrillic alphabets I 
don't feel real good about just printing the English words in Cyrillic 
characters.  If it's reports with columns of data, I can imagine a database 
driven solution for column headings and titles, but it would be hard to have as 
much flexibility in formatting as you would have working directly.  Level 
breaks could get interesting.

There are others here with more experience on using the CCSID values for
manipulating character sets, but from the question about a "lookup table
to convert English words to Cyrrillic" characters, it sounds like a
possible translation issue.

If the spool text is in English, then you have to separate the issues
into two or three more: (1) translation of the text to Russian, and (2)
the other, setting up the technical issues relating to the character
sets, and (3) a printer that can print it.

For number (1), being as much at home in Spanish as I am in English, you
do not want to use any such word-conversion table, and you do *not* want
to use an automatic translation program, almost never. Although you can
get by with a phrase-book for ordering food (sometimes), there's too
many missed meanings in real life. I don't know if they'll ever have
such a reasonable program. They can be useful in very limited
circumstances.
