The System/36 files in Qs36f have the same file attributes as existed on the
System/36. One of these is "Delete Capable". The defualt for this attribute
is No (NDFILE).

What I have done in the past is rename the file, recreate it using the
Sys/36 BLDFILE command with the attribute set to DFILE. Then copy the file
back.
